Purpose of the course: To explain fundamental concepts of human resource management in health sector and review the recent literature and discuss cases in the field. Define the basic HR functions of planning, recruitment, job analysis, selection, evaluation, and compensation. Develop awareness for both research discussion and industry applications. Demonstrate how HR functions as a management tool motivate and lead employees in health sector management.

Week 1: Introduction to HRM. Historical evolution of HRM. Individual, functional and departmental objectives of HRM in heatlh care management. Staff and line management effects and strategical evaluation.
Week 2: Health sector and HRM. Changes in health sector and workforce. Effects on efficiency and motivation. Demographic and organizational effects.
Week 3: Job design and job analysis. Job analysis process. Methods used in analysis. Characteristics of job definitions and descriptions. Paradigm shifts in defining jobs.
Week 4: Job design. Techniques used in designing jobs in health care management. Job characteristics model, job enlargement and enrichment and other models. Case study.
Week 5: HR Planning. Environmental analysis. Demand and supply sides. Methods used in planning such as trend, regression, ratio analysis. Other judgmental managerial techniques.
Week 6: HR Recruitment. Maintaining applicant pool. Internal and external sources in health care management. Criteria for promotin decisions.
Week 7: Personnel Selection. Selection process and methods used in health secto. Practical implications of selection process in health care management. Describing its importance to managerial and health institutions success. Article study.
Week 8: Midterm exam. Tests used in selection. Reliability and validity of tests.
Week 9: Selection devices such as application forms, interwievs, background investigation. Case study and discussion.
Week 10: Placement and orientation. Orientation methods and practices in health sector. Samples of orientation programs.
Week 11: Training and development. Training process, needs assessment, content of the program. Learning principles, evaluation of training. Article study. Current developments in the health sector.
Week 12: Methods used in training. On-the- job and off-the- job training. Management development and techniques. Coaching, action learning etc.
Week 13: Career management in health sector. Career cycle, models, individual planning, organization's role, manager's role. Changes and shifts in career models in the health sector. Case study.
Week 14: Performance management in health sector. Establishing standards for heath care management. Management by objectives. Performance evaluation interwievs. Managers'errors in evaluation.
Week 15*: Methods of performance evaluation. Performance-wage connection. Establishing wage structure. Compensation systems.
Week 16*: Final exam.
